There was reason for the order in the desire of the government to be on friendly terms with a race which could travel between the stars. But there was an even more urgent reason. The aliens had not yet begun to murder, but it was suspected that they had a horrifying power to kill.

A bill to provide for the punishment of violations of treaty rights of aliens was introduced in the Senate March 1, 1892, and reported favorably March 30.

He contended that he must intuitively be a better judge than aliens, who were, after all, birds of passage, of the needs and interests and wishes of his own fellow-countrymen, and a better interpreter to them of so much of Western thought and Western civilisation as they could safely absorb without becoming denationalised.

But solitary confinement was rare, and in the majority of cases we learned that the aliens were placed in small parties of four or five in a single cell. After a few days our party was swelled by five new arrivals from different parts of Germany. We were a cosmopolitan crowd, comprising every strata of society, from wealthy men down to stable lads.

XIX. During this time, Androkles, a popular speaker, brought forward several slaves and resident aliens, who charged Alkibiades and his friends with mutilating certain other statues, and with parodying the ceremonies of initiation to the sacred mysteries when in their cups.

In order to prevent the waste of the public land and to stop its being held for speculative purposes, they urged that none be allowed to remain in the hands of aliens and that all be taken away from the railroads and corporations which was in excess of actual needs. The power of the new movement first became evident in 1890 and distinctly disturbed both the Republican and the Democratic leaders.

The growing influx of aliens seeking fortune gave her the first advantage. The intercompetition for Japanese trade broke down old methods; and new firms being glad to take orders and risks without "bargain-money," large advance-payments could no longer be exacted.
