In line with this policy fall my former recommendations for the reorganization and improvement of the administrative structure of the government, both for immediate Executive needs and for the planning of future national needs. I renew those recommendations. In relation to tax changes, three things should be kept in mind.

Refraining from all Draconian legislation, they have put their faith in a system of ingenious checks and a complicated formal procedure. The argument is sometimes used that the establishment of higher grade schools would lead to unfair competition with the Intermediate Schools already in existence. No one desires to do this. But amongst those who played an active, albeit unselfish, part in the varied field of administrative work from the days of Strafford downwards, there was none more industrious, none more loyal, and none less selfish than he. It was all to his credit that he was unlikely to consort on easy terms with the motley crew that now thronged the Court.
I know there are some persons who have a peculiar natural adaptation to the work of visiting the subjects of sickness and of need. Their presence and their sympathy are grateful to those to whom they delight to minister. They are masters and mistresses of all those thrifty economies which enable them to manage for the poor. They have genuine administrative talent in this particular department.
