The first book of discipline, published A.D. 1560, declares the lawful calling of the ministry to consist in the election of the people, the examination of the ministry, and administration by both, and that no pastor should be intruded on any particular kirk without their consent.

In Bavaria, the administration of Maximilian Joseph and of his minister, Montgelas, although arbitrary in its measures, promoted, like that of Frederick II. and Joseph II., the advance of enlightenment and true liberty.

Should he stubbornly or capriciously assert this power he might seriously embarrass the entire administration of the Reconstruction Acts in the approaching registrations and elections in the Southern States.
