We shall have monks and nuns for our farmers; and under their management, farewell to the smiling fields, the golden harvests, and the opulent cities, of Scotland and England. Our country will again become what it was before the Reformation, a land of moors, and swamps, and forests, with a few patches of indifferent cultivation around our convents and abbacies.

He promised to be liberal, and to lay no unjust taxes; but he proved to be especially after the death of the good Lanfranc, the archbishop of Canterbury a vicious and irreligious king. He is there to do the will of God as expounded by the clergy; but he disposes of sees and abbacies like vacant fiefs, he dictates to the Pope, he interferes with the liturgy, he claims a voice in the definition of dogma and the wording of the creed. Finally, and most striking, there is the antithesis between the two aspects of his power, the monarchical and the imperial.

Thus he promised to the Landgrave of Hesse, the abbacies of Paderborn, Corvey, Munster, and Fulda; to Duke Bernard of Weimar, the Franconian Bishoprics; to the Duke of Wirtemberg, the Ecclesiastical domains, and the Austrian counties lying within his territories, all under the title of fiefs of Sweden.

The king's first act marks the new era of peace with the Church, his attendance at a council of the English Church held at London by Archbishop Richard of Canterbury; and his second was a pilgrimage with his son to the tomb of St. Thomas. Soon after the work of filling long-vacant sees and abbacies was begun. At the same time matters growing out of the insurrection received attention.

In the Electoral Congress held at Muehlhausen, the Roman Catholics had demanded of the Emperor that all the archbishoprics, bishoprics, mediate and immediate, abbacies and monasteries, which, since the Diet of Augsburg, had been secularized by the Protestants, should be restored to the church, in order to indemnify them for the losses and sufferings in the war.

Hugh checked his temper, softened his sentences, and got him to do good turns to churches and religious places. He unloosed the king's rather tight fist, and made him a good almsgiver. One offence Hugh was instant in rebuking the habit of keeping bishoprics and abbacies vacant.

Matthew Paris, in the thirteenth century, records that, in 1070, the king decreed that all bishoprics and abbacies which were holding baronies, and which heretofore had been free from all secular obligations, should be liable to military service; and caused to be enrolled, according to his own will, the number of knights which should be due from each in time of war.

In obedience to this decision, all unlawful possessors of benefices the Protestant states in short without exception were ordered, under pain of the ban of the empire, immediately to surrender their usurped possessions to the imperial commissioners. This sentence applied to no less than two archbishoprics and twelve bishoprics, besides innumerable abbacies.

The clergy, however, soon grew weary of the trouble of managing them, and found it easier to elect their own bishops themselves. The abbot, in the same manner, was elected by the monks of the monastery, at least in the greater part of abbacies.
