Only 3,806 of the whole number were wounded. Even this is not the most striking circumstance. It is more impressive that three-fourths of the sick suffered unnecessarily. Seventy-five per cent. of them suffered from preventable diseases. That is, the naturally sick were 12,563; while the needlessly sick were 36,179. When we look at the deaths from this number, the case appears still more striking.

There has been, however, a substantial compliance with the conditions of the law. By its terms the public debt should have been reduced between 1862 and the close of the last fiscal year $518,361,806.28; the actual reduction of the ascertained debt in that period has been $720,644,739.61, being in excess of the reduction required by the sinking fund act $202,282,933.33.

To carry the comparison further, there are 22,806 newspapers published in America; 9,500 in England; 8,049 in Germany; and 6,681 in France: or 1 for every 4,100 of the population in America; 1 for every 4,700 in Great Britain; 1 for every 7,800 in Germany, and 1 for every 5,900 in France.

*The term "farmers," as used in the times now under consideration, must not be interpreted strictly in the modern sense of the word. It meant, rather, the untitled and the unofficial classes in the provinces. Thus, between 650 and 806, no less than five radical changes of policy are recorded. It resulted that this vascillating legislation received very little practical attention.

The reason of this is, because that love induces in a wife the form of love, and in a husband the form of wisdom; and from these forms united into one, nothing can proceed but what savors of wisdom and at the same time of love.

The whole number of altitudes of sun and stars taken during the expedition for time and latitude was 806.
