When, in 751, Pepin the Short became king in the place of the last Merovingian, it was, as we have seen, Pope Zachary who decided that "it was better to give the title of king to him who really exercised the sovereign power than to him who bore only its name."

Most of the younger children would whip the girl, but from fourteen on the number declines very rapidly. Few of the young children suggest explaining why it was wrong; while at twelve, 181, and at sixteen, 751 would explain.

During this century the power of the Roman Pontiff swelled to an enormous degree, and his sway extended into civil and political affairs: so supreme an authority had he become that, in A.D. 751, the Frankish states of the realm convoked by Pepin to sanction his design of seizing on the French throne, then occupied by Childeric III. directed that an embassy should be sent to the Pope Zachary, to ask whether it was not right that a weak monarch should be dethroned; and on the answer of the Pope in the affirmative being received, Childeric was dethroned without opposition, and Pepin was crowned in his stead.

The Secretary of the Treasury reports that the receipts of the Government from all sources during the fiscal year ended June 30, 1898, including $64,751,223 received from sale of Pacific railroads, amounted to $405,321,335, and its expenditures to $443,168,582. There was collected from customs $149,575,062 and from internal revenue $170,900,641.

In 751 a northeast suburb was added, called El Askar; this was to be the residence of the Governor, and here also was erected the Mosque of El Askar.

The public expenditures during the fiscal year ending June 30, 1859, amounted to $83,751,511.57. Of this sum $17,405,285.44 were applied to the payment of interest on the public debt and the redemption of the issues of Treasury notes. The expenditures for all other branches of the public service during that fiscal year were therefore $66,346,226.13.

The civil population more particularly the Jews dwelt in the old Kasr-esh-Shama quarter round the so-called Castle of Babylon, also in the city of Fostat, founded in 641, and in the El-Askar quarter, which was built in 751. These suburbs went under the name of Misr or Masr, but are called by Benjamin "Mizraim."

Bachman, 405,751 mulattoes; and this number, considering all the circumstances of the case, seems small; but it may partly be accounted for by the degraded and anomalous position of the class, and by the profligacy of the women. A certain amount of absorption of mulattoes into negroes must always be in progress; and this would lead to an apparent diminution of the former.

It is a gratifying fact that the result of these proceedings against the Union Pacific system and the Kansas Pacific line is that the Government has received on account of its subsidy claim the sum of $64,751,223.75, an increase of $18,997,163.76 over the sum which the reorganization committee originally agreed to bid for the joint property, the Government receiving its whole claim, principal and interest, on the Union Pacific, and the principal of its debt on the Kansas Pacific Railroad.

The troops were divided into two brigades, the first consisting of 610 men of the Rifles, 751 Gordon Highlanders, and 334 of the Irish regiment; the second brigade of 761 Royal Highlanders, 500 of the 65th, 361 Royal Marine Artillery and Infantry, and 100 Royal Engineers.
