For an account of this, see Sir Ernest Clarke's History of the Board of Agriculture, 1898. Northern Tour, i. 222-32. Northern Tour, ii. 186. Southern Tour, p. 20. Northern Tour, iii. 365. Arthur Young had a low opinion of Sinclair, whom he took to be a pushing and consequential busybody, more anxious to make a noise than to be useful. See Young's Autobiography , pp. 243, 315, 437.

The total National Debt of Japan in 1905 amounted to 994,437,340 yen, or, roughly, £100,000,000 sterling a sum which the publication I have referred to works out to be at the rate of 19.548 yen, or about 39s. per head of the population. Of the debt some £43,000,000 was incurred to defray a part of the cost of the war with Russia.

It might do the same in Virginia, where 719,000 citizens disfranchise 533,000; in Alabama, where 596,000 citizens disfranchise 437,000; in Georgia, where 591,000 citizens disfranchise 465,000; in Louisiana, where 357,000 citizens disfranchise 350,000; in Mississippi, where 353,000 citizens disfranchise 436,000; and in South Carolina, where only 291,000 citizens disfranchise 411,000.

The population of the vilayet of Smyrna is 1,819,616 inhabitants, of which 1,437,983 are Mussulmans. Perhaps these statistics are biased, but the statistics presented by the opposing party were even more fantastic.

Nevertheless, although Theodosius II. had not trodden "the narrow path of orthodoxy with reputation unimpaired," as Placidia certainly had, the material alliance of East and West were seen to be so important that in 437 Valentinian III., the son of Placidia, and emperor in the West, was married to Eudoxia, the daughter of Theodosius II., in Constantinople.

Napoleon's letter to the King of Spain quoted on p. 437 shows that even before the war he was seeking to drag him into hostilities with England, and he continued to exert a remorseless pressure on the Court of Madrid; it left two alternatives open to England, either to see Napoleon close his grip on Spain and wield her naval resources when she was fully prepared for war, or to precipitate the rupture.

The police have so many other duties besides the shepherding of criminals that it is unfair to saddle the latter with the whole of the cost of the constabulary. The cost of prosecution and maintenance of criminals, and the expense of the police involves an annual outlay of #4,437,000.
