318. =Tests of National Efficiency.= Two tests came to the new nation in its first century. The first was the test of control. It was for a time a question whether the nation could extend its sovereignty over the interior. State claims were troublesome, and the selfish interests of individuals clashed with revenue officers, but the nation solved these difficulties.

The slaves were then counted at 101,982, the whites at 115,318, and the free negroes at 2,115. In Georgia the slave proportion grew more rapidly than this because it was much smaller at the outset; in North Carolina, on the other hand, the rise was less marked because cotton never throve there so greatly. In its industrial requirements cotton was much closer to tobacco than to rice or sugar.

Its membership in Great Britain and Ireland numbered 318,716; in foreign mission stations 66,007; in Upper Canada 14,000; while the American Conferences had charge of 650,678 members; thus the total for the world, exclusive of ministers, was 1,049,401.
