The arrangement of 1908 for a cooperative control of the coming of laborers to the United States has proved to work satisfactorily. The matter of a revision of the existing treaty between the United States and Japan which is terminable in 1912 is already receiving the study of both countries.

In 1906, 1907 and 1908 he made himself increasingly famous by his pleadings in court on behalf of women who with dauntless courage and at the cost of much bodily pain and even at the risk of death had forcibly called attention to this grave defect in the British polity, the withholding of the ordinary rights of tax-paying citizens from adult women.

But this good record of things achieved was not enough to gain for Mr. Taft popular approval. Items on the other side of the ledger were pointed out. Of these the three most conspicuous were the Payne-Aldrich tariff, the Ballinger-Pinchot controversy, and the insurgent movement in Congress. The Republican party was returned to power in 1908, committed to a revision of the tariff.

Following another race riot in Springfield, Illinois, in 1908 and the founding of the National Association for the Advancement of Colored People, DuBois left his post at Atlanta to become the director of publicity and research for the N.A.A.C.P. While continuing his interest in scholarly research, his new job involved him in the aggressive exposure and condemnation of discrimination.

In the year 1908, it acquired a substantial stock interest in the newly reorganized Reading Company, which controlled the Philadelphia and Reading Railroad and the Philadelphia and Reading Coal and Iron Company. It did not obtain a majority interest but, with the Lake Shore and Michigan Southern Railroad of the New York Central system, it now controlled the Reading system.

In the two disastrous campaigns of 1908 and 1910, against the protest of many, the "still hunt" method was employed and no state-wide organization was attempted. With indomitable courage the board again circulated an initiative petition and had the amendment for full suffrage put on the 1912 ballot.

That he felt it keenly there can be no question; but in the years which followed, his sturdy and unassailable character came to be recognized and appreciated, and his death, in the summer of 1908, was the occasion of deep and widespread sorrow. We have told how, in 1888, Cleveland was defeated for the presidency by Benjamin Harrison.
