A hundred years ago a contested election might last in any constituency for three or four weeks of excitement and horseplay, during which the voters were every day further removed from the state of mind in which serious thought on the probable results of their votes was possible.
The effect of the new law can be seen in the immigration statistics the number of immigrants for the year 1908 is but little more than half as great as the number for 1907. The chief decrease was in the stream from southern Europe. This decrease cannot be attributed entirely to the act of 1907, but must be accounted for in part by the panic of 1907.
Nothing illustrates this fact better than that volume published in Leipsic in 1907, called "Reminiscences of Ten Years in the German Embassy in Washington, D. C." When that aged diplomat published the story of his diplomatic career he doubtless thought that the volume prepared for his children and grandchildren and friends was forever buried in the German language.

In 1907 Great Britain and Ireland, and Scandinavia, Germany, The Netherlands, Belgium, France, and Switzerland the countries which had furnished 71.3 per cent of our immigrants in 1882 furnished only 17.7 per cent, while Austria-Hungary, Italy, Russia, Greece, Servia, Roumania, and Turkey in Europe the countries which had furnished but 10.5 per cent in 1882 furnished 75.5 per cent.
They were staggering under the depression of 1907, and many were tottering toward failure. Here came, almost out of the blue sky, a condition that at once taxed their brains, their resource, and their energy, and at the same time rescued them from bankruptcy.
