Born at Lancaster, Ohio, May 10, 1823; admitted to the bar, 1844; Republican member of Congress from Ohio, 1855-61; senator, 1861-77; secretary of the treasury, 1877-81; senator, 1881-97; secretary of state, 1897-98; candidate for presidential nomination in 1884 and 1888; died at Washington, October 22, 1900.

The influence of religion in regaining criminals cannot be gainsaid by any, and the United States Educational Report for 1897-98 declares that it is most important for the inculcation of sound morality, that children should, from a very early age, be brought under the influence of good religious teaching.

Born in Indiana in 1838, died in 1905; graduated from Brown University in 1858; admitted to the bar in Illinois; one of the private secretaries of President Lincoln; secretary of Legation in Paris, Madrid and Vienna; Assistant Secretary of State in 1879-81; president of the International Sanitary Commission in 1891; ambassador to England in 1897-98; Secretary of State in 1898; author of "Castilian Days," published in 1871, "Pike County Ballads" in 1871, "Abraham Lincoln: a History," in collaboration with John G. Nicolay in 1890.

Hugh had by now earned a certain right to pronounce judgment, having already started to fulfil his early promise by making some mark as a soldier and a linguist. He had been invited to join the Egyptian Army at a critical time in the campaign of 1897-98, thanks to his proficiency in Arabic.

The big stampede for Dawson started in 1897-98, and to cope with the incidentals and probably accompaniments of it, there was a whirlwind series of movements by the Mounted Police which seemed to anticipate every contingency, head off all manner of calamities, make provision for protecting the boundary line against infractions of the customs regulations, and generally see that law and order should prevail all over the wide area that was soon teeming with a nondescript heterogeneous population of excited gold-hunters.

Now it is a serious undertaking for any one to make a journey to the gold regions at the headwaters of the Yukon, as every one will admit who has been there. All know of the starvation which threatened the people of Dawson City during the winter of 1897-98, when the whole country was stirred with sympathy, and our Government made use of reindeer to take food to the suffering miners.

The seizure of Kiao-chau in 1897-98 coincided with the appointment of Admiral von Tirpitz as Imperial Minister of Marine.

For some seven or eight years the two groups existed side by side, and then the Narodnaya Volya disappeared, absorbed probably by its more powerful rival. During the first years of their existence neither group was strong enough to cause the Government serious inconvenience, and it was not till 1897-98 that they found means of issuing manifestos and programmes.
