ARTHUR, CHESTER ALAN. Born at Fairfield, Vermont, October 5, 1830; graduated at Union College, 1848; taught school and practiced law in New York City; inspector-general of New York troops, 1862; collector of the port of New York, 1871-78; elected Vice-President, 1880; succeeded Garfield as President, September 20, 1881, serving to March 4, 1885; defeated for Republican nomination, 1884; died at New York, November 18, 1886.

Four days after he had finished his literary labor of love, he died of the disease which had been the burden of his last days. He passed away at Mount McGregor, N. Y., July 23, 1885. The loyal people mourned him as the saviour of the nation from disruption, and even those who had been his enemies in war were his friends in death. The whole nation was present in spirit at his obsequies.

In the table, the prices of 1873 being taken as equal to 100, the rise from 1876 to 1880 is 209, from 1881 to 1885 the ratio falls to 103, and remains at that till 1890. Then, in 1891, it rises to 138, and in 1892 to 177. From this return the writer in the "Economist" concludes that the purchasing power of the rupee is now about 30 per cent. lower than it was in 1873.

In 1885 the brothers Henry photographed, round the star Maia in the Pleiades, a spiral nebula 3' long, as bright on the plate as that star itself, but quite invisible in the telescope; and an exposure of four hours revealed other new nebula in the same district.

But, apparently much to his disappointment, she soon ran out of range of their guns. Though he did not know it then, with the enemy he had travelled so far to fight this was his first and last hostile meeting; for already peace was in the air. Perhaps it was as well deserved as are some others of this world's distinctions! At any rate it was neither begged nor bought, but came "Like Dian's kiss, unasked, unsought." In the same year I also appeared in Edwards' Sixth Series of Modern Scottish Poets; and in 1885, more legitimately, in William Andrews' book on Modern Yorkshire Poets.

The first time I saw those red figures I knew what they were for it seemed as if they had been made in blood, and step over them I could not. I went out in the road around them. We have seen none of those things during the past two years, and for the sake of those who have worked so hard for law and order, we hope the desperado element has passed on. Macon, Georgia, August 14, 1885. General: There are no loyal people in Georgia, except the negroes; nor are there any considerable number who would under any circumstances offer armed resistance to the national authority. An officer, without arms or escort, could arrest any man in the State.

We may add that two German traders settled on the coast of Pondoland, south of Natal; and in August 1885 the statesmen of Berlin put forth feelers to Whitehall with a view to a German Protectorate of that coast. In 1876 a temporary star appeared in the constellation Cygnus, and attained at one time the brightness of the second magnitude. Its spectrum and its behavior resembled those of its immediate predecessor. In 1885, astronomers were surprised to see a sixth-magnitude star glimmering in the midst of the hazy cloud of the great Andromeda Nebula. It soon absolutely disappeared.
