It came back again in 1879 as a Hall-Atkinson-Whitaker combination. Hall retired in 1881, but Atkinson and Whitaker, helped by his advice, continued to direct it to the end. Now for its opponents. Rallying under Sir George Grey in 1876, the beaten Provincialists formed a party of progress, taking the good old name of Liberal.
The latter felt herself directly menaced by the Balkan policy of Russia; the former was not prepared to see her southern neighbour despoiled of territory. Hence in 1879 was initiated that closer union between Germany and Austria which has been so largely responsible for the present situation.
His first published work was a volume of poems, which appeared in 1879, and achieved a moderate success. But Hugh Conway is chiefly known to the reading public for his famous story "Called Black." The work was submitted to a number of publishers before it was finally accepted and published, in 1884.

In 1879 he sold out his Laurel interests, went to New York and commenced manufacturing his own patents. On May 22, 1883, he founded the Drovers' and Mechanics' National Bank of York, and was elected its first president, which position he held at the time of his death. In 1881, with others, he built the York opera house, at a cost of $40,000.
