A constitution could only check the revolution and stifle the legitimate aspirations of the people. The nickname of "Milord Camillo" or "Milord Risorgimento" was in everyone's mouth when speaking of Cavour. A short time sufficed to show not only the expediency but the necessity of granting a constitution, and that at once. Events never moved so fast as in the first two months of 1848.
At the beginning of the year 1848, on the eve of the Revolution of February, the three young Rougons held very precarious positions at Plassans. They presented most curious and profoundly dissimilar characteristics, though they came of the same stock. They were in reality superior to their parents. The race of the Rougons was destined to become refined through its female side.
The next year the cases of fever fell to 10,500, and in that ending June 1st, 1844, to 9,200. The political events of 1848, and the preceding and following years, occasioned the suspension of the works of improvement in the Maremma, but they were resumed after the revolution of 1859.
With the same object of conciliating the French portion of the community, he lost no opportunity of manifesting the personal interest which he felt in their institutions. But notwithstanding this prodigious destruction, a reward of a few shillings per head offered by the Government for taking elephants was claimed for 3500 destroyed in part of the northern province alone, in less than three years prior to 1848: and between 1851 and 1856, a similar reward was paid for 2000 in the southern province, between Galle and Hambangtotte.

It was mainly through the prolonged resistance which he organized against the repeal of the navigation laws, that the government, in 1848, was forced to abandon their project.
