On the 17th of January, 1569, three days before his ambassador had entered upon his negotiations, he had accordingly addressed an autograph letter to his Catholic Majesty. In this epistle, by a few, cold lines, he entirely annihilated any possible effect which might have been produced by the apparent earnestness of his interposition in favor of the Netherlands.

But there was no alternative. In 1569 the defeat of the Huguenots in France was followed by a Catholic rebellion in the North of England. Elizabeth was excommunicated by Pope Pius V. There was a determination to dethrone her, and to hand over her crown to Mary. The drift of events was towards a conflict of England with Spain.

Moreover, although he had taken from the Netherlanders nearly all the attributes of freemen, he was unwilling that they should enjoy the principal privilege of slaves, that of being fed and guarded at their master's expense. He had therefore summoned a general assembly of the provincial estates in Brussels, and on the 20th of March, 1569, had caused the following decrees to be laid before them.

Henry of Navarre, head of the Huguenot party after the death of Condé in 1569, became heir-presumptive to the throne of France in 1584. The Holy League, refusing to recognize his title, proclaimed the cardinal Charles de Bourbon heir-presumptive.

Conde had never been so strong; with his friends in England and the Low Countries, and the enthusiastic support of a great party of nobles and religious adherents at home, his hopes rose; he even talked of deposing the Valois and reigning in their stead. He lost his life, however, early in 1569, at the battle of Jarnac.

The meeting of Parliament in 1569 was nearly coincident with the formal excommunication of Elizabeth by Pope Pius V. Though pretending to despise the bull, the Queen was weak enough to seek its revocation, through the interposition of the Emperor Maximilian.

"As to his second assertion, that it was regularly and judicially given in, and, therefore, ought to have been canvassed, by Mary during the conferences; we have already seen, that this, likewise, is not fact: the conferences broke up in February, 1569: Nicholas Hubert was not hanged till August thereafter, and his dying confession, as Mr. Hume calls it, is only dated the 10th of that month.

Family sorrows were in Coligny's case added to political reverses; on the 27th of May, in this same year 1569, he had lost his brother D'Andelot, his faithful comrade in his religious as well as his warlike career.

In February 1569 the Queen was declared a heretic by a Bull which asserted in their strongest form the Papal claims to a temporal supremacy over princes. As a heretic and excommunicate, she was "deprived of her pretended right to the said kingdom," her subjects were absolved from allegiance to her, commanded "not to dare to obey her," and anathematized if they did obey.
