After President Roosevelt had repeatedly urged it in his messages to Congress, and privately brought influence to bear on Senators, it seemed pretty certain that public sentiment demanded that practically the amendments to the original act embodied in Senate bill 1439, to which I have already referred, would sooner or later have to be enacted into law.

It was registered at the Parliament of Paris, July 13, 1439; but the King ordered its execution from the day of its date, 1438. The Pragmatic Sanction of Bourges had a little defect; it was radically null; for every contract is null which is not consented to by both of the contracting parties.

In 1438 the Council of Ferrara was held, and was transferred in the following year to Florence, when the Greek emperor and all the bishops of the Eastern Church, except the bishop of Ephesus, adopted the doctrines of the Roman Church, accepted the papal supremacy, and the union of the two Churches was solemnly ratified in the cathedral of Florence on July 6, 1439. But little came of the union.

M. Wallon, in his elaborate history of Jeanne d'Arc, states that in 1436 the supposed Maid visited France, and appears to have met some of the men-at-arms with whom she had fought. In 1439 she came to Orleans, for in the accounts of the town we read, "July 28, for ten pints of wine presented to Jeanne des Armoises, 14 sous."

To explain Marsilio's influence it is necessary to recede a little into history. In 1439 Cosimo de' Medici succeeded in transferring the scene of the Great Council of the Church to Florence.
